Is there anyway to turn these filters off?
Google and DuckDuckGo show user-defined, which seems to be ok though I don't know how that parameter was set. The rest show "Always on". Is there a config file I can edit?

Right now Extreme Picture Finder simply cannot grab adult content from those engines which have the filters "always on". You cannot simply add an URL parameter to allow adult content, like in Google or DuckDuckGo. Sorry. We'll have separate templates for advanced search parameters, just like we have for Yandex:
