How to start ESS within 60 minutes of inactivity

I have windows 10 and just installed the latest version of ESS. I have gone through the tabs, but have not noticed where to indicate how many minutes of inactivity before ESS should start. Please advise.

It's not in the screensaver settings, it's in Windows settings you can set the timeout for the screensaver. So you have to open the screensaver settings in Windows Control Panel and modify the timeout there.
